Clean Water Act (CWA)
 

Amendments to the act in 1966 increased federal monies for sewage treatment plants and in 19972 amendments established a goal of zero toxic discharges.  The CWA has provisions to enforce effluent standards for point sources of pollution, provide a state-run control program for nonpoint pollution sources and a construction grants program to build or upgrade municipal sewage treatment plants.  The act further provides a regulatory system for spills of oil and other hazardous wastes and a Wetlands preservation program.
